<p>Comment: We Support Rounds EB5 Bill</p>

We enthusiastically support Senator Rounds Senate bill S.2788. We have
always supported immigration proposals that increase immigration
numbers–because we believe that immigration is good for America. The
Rounds Bill provides parole within 3 years for EB5 applicants and thus de
facto eliminates the 10,000 limit on the EB5 quota. This applies not only
for tens of thousands of investors (mostly Chinese) waiting in the EB5
line, but also to all the future applicants. Under the provisions of the
bill, as all EB5 applicants receive parole automatically in 3 years, and
will be able to move to the US, it does not really matter any more what the
EB5 quota is, or that there are any per country quotas. As a wild example,
if there were 200,000 EB5 applicants in the year 2020, all 200,000
applicants would receive a parole in 3 years, enabling them to live in the
US–regardless of the EB5 quota or which country they were from. Indeed the
bill makes possible an unlimited quota for EB5. We wholeheartedly support
this bill because it will be a significant expansion of immigration–which
we have always advocated.
