whole-heartedly support Senator Rounds’ EB5 Bill

because we think increased immigration is good for America, we expect that
this bill will fail. We think it will fail for precisely the same reason as
we support it–it will lead to a massive increase of 30,000+ in employment
based immigration, or roughly 20% increase in employment based immigration.

The interests of the rural and urban EB5 interests are diametrically
opposed, completely misaligned and it is a zero sum game. The current
version of Rounds bill “solves” this problem by quintupling the whole pie
so both rural and urban interests gain. However, because the political
opposition to raising immigration numbers is massive, we expect that the
provision in the Rounds’ bill granting parole in 3 years thus increasing
the EB5 pie will be removed from the bill. Once that provision is removed
the conflict of interests between rural and urban projects will reassert
themselves, and rural EB5 projects and Senators from rural states will
ensure that the bill fails. Here are our best estimates of the Rural EB5
investments under various scenarios:

Again, we whole-heartedly support the massive increase in the EB5 numbers
in the Rounds bill, but given the political dynamics that the massive
increase is just a negotiating chip fully intended to be bartered away,
this bill will likely fail. EB5 projects should not get their hopes up that
Rounds’ bill will provide them relief from the effects of the new EB5 rule.
