Acting DHS Secretary Chad Wolf and Acting Deputy Secretary of DHS Ken
Cucinelli have been entrusted with the leadership of DHS by President Trump
which the President regards as particularly important to both the
performance of his duties and his re-election. The President clearly holds
their respective abilities and loyalty in high regard. The cornerstone of
the President’s re-election strategy is procuring rural votes. The
administration is doing what it can at the policy and regulatory level to
help rural America which has been especially acutely hit by the trade wars
the administration has had to wage.

If the cabinet secretaries did something to help rural America and thus
shore up President’s re-election prospects, they would be looked kindly
upon by the powers that be in the White House. An easy way for DHS to
create jobs at no cost to the taxpayers is to provide guidance on EB5
redeployment as per the currently effective definitions of TEAs. This would
direct hundreds of millions of EB5 dollars each and every month through
redeployment of funds to rural areas immediately creating tens of thousands
of rural jobs in the months preceding the election. This can be done with a
stroke of a pen by Mr Wolf and/or Mr. Cucinelli. We urge the DHS leadership
to encourage USCIS to issue guidance on redeployment of EB5 capital, which
the EB5 industry sorely needs, in a manner designed to create rural jobs.

<li>Due to retrogression, EB5 India market is shifting from Indians in India to Indians in the USA on H1B</li>
<li>Indians in USA will be the single largest EB5 market in the world during 2020, accounting for 25% of all EB5 investments at the $900K level during 2020</li>
<li>Many of the large big city developers have exited the EB5 market which makes the remaining projects much more competitive</li>
